PIXLR is one of them, quite nice and similar to photoshop :)

Actually it had some really nice effects. I saw another tool when looking at a zbrush ttutorial video. There is a really nice concept tool you should try:

Very interesting. A simplified version of the PHS. It will certainly help people who do not have the option to download the PHS.
