How to Dragon Nest NA No-Cool Down Hack
1. Attach CE to dragonnest.exe
2. Go to memory view
3. Press CTRL + G
4. Input this without quotes "0062F2D3".
5. "nop" it.
6. ENJOY!

NOTE: You can't do dmg with this, since it's server sided.
