Here are the steps:

1- Run regedit
2-Go to \HKEY_LOCAL\SYSTEM\CurrentControlSet\Services\
3-Right click EagleNT
4-Select Permission.
5-Click Add.
6-Click Advanced.
7-Click Find Now.
8-Select Everyone
9-Click OK.
10-Set Permission for "Everyone".
11-Select Deny for Full Control
12-Click OK
13-Restart computer
You are done

14-Now you can download Cheat Engine, and start scanning.

I tried this with Argo Online but upon launching the game I got 2 error messages:

1. Error Code(204)
2. HS_Start Failed.

Is it patched already or am I just missing something?

That method dont work for hs used in knight online, hack sheld does not start game client, actually Im working in my bypass and can execute part of my code but Im detected in 15 min of hacking :S

Nowdays this will gonna be detected.
cuz' HSHIELD has service detector. if EagleNT service blocked the client will be crashed

HS checks registry on load. If it finds anything that has been tampered it either crashes or patches itself again I can't remember for sure.
