It seems that there really is an increased chance of refining, but I never tested this.
i think that this is just a supertition... i've alredy lost much money trying to refine in the morning

They say increase the chances of fortification, however tried to refine and not getting hit. :)
I believe it is FALSE! Well I did the test with various items and gave much failure, probably because it is the LAG on the server, in pve believe may help a bit.
